Indonesia announces bold 320 GWh distributed battery storage plan

  President Prabowo Subianto has mandated the “100 GW Solar Power Plant Plan for Village Cooperatives”, aiming to install 80 GW of distributed solar plus battery storage and 20 GW of centralized solar plants nationwide.

  The distributed program will deploy 1 MW solar arrays with 4 MWh battery energy storage systems in 80,000 villages, operated by the Merah Putih Village Cooperative. A target of 10,000 sites operational by August 2025 has been set. Centralized projects will include both on-grid and off-grid installations to support household demand and rural economic activities.

  The Institute for Essential Services Reform (IESR) estimates the levelized cost of electricity (LCOE) for solar-plus-storage at $0.12–$0.15/kWh, much lower than diesel generation ($0.20–$0.40/kWh). If implemented effectively, it would be the largest rural electrification and distributed renewable energy project in Southeast Asia.

  Challenges remain, as building 100 GW in five years is ambitious. IESR recommends training skilled workers via partnerships with universities and vocational schools, bulk procurement, and blended financing to accelerate progress.
